If your club is already stacked with duplicate high-rated cards, an eleven-TOTS pack can become a menu grind instead of a celebration. You'll be rushing through SBCs just to avoid wasting cards. That's not fun. It's admin. And no one logs on during TOTS hoping to do admin for an hour.
